For example, I'm very interested in techy things that's why I run this blog which is truly based upon the technology, and I know that I can write articles on this topic.

Wordpress is used by professional bloggers so you must be thinking I should start WordPress but wait, WordPress is good for self-hosted blogs which means if you want to spend some money for a domain name and hosting then you should definitely choose WordPress because it gives tons of customizations that really help your blog to rank on top on google.
For free WordPress (eg: your blog.wordpress.com) is not as good as a blogger because there are very fewer chances to get advertisements on your blog to earn money.
Blogger is very good for those who want to start blogging for free because it has a very simple interface which is very good for newbie bloggers.

5. Setup Your Blog
After doing all these steps now its time to set up your blog.
Now you must be thinking what should I set up so, first of all, set up your blog's interface like adding logos and favicon, widgets, pages, and contacts, create a proper page for contact, disclaimer, about us and privacy policy after that make a category section to organize your blog posts
Also set up your sidebars as your desired look by using popular posts, email subscriptions, and all the necessary widgets, dont forget to set up your push notification services and pop-ups email subscription box to collect email so that you can share content with your right users.
The most important step is to submit your blog on google search console, by submitting your blog on search console, Google will crawl your blog and your Blogspot will be visible in google search. this step is very important, I'll suggest you read some articles or watch some videos to properly add your blog in search console.
I'll suggest you first write 10-15 Blogspot and then add your blog on google search console.

Before start writing blogposts first learn how to write SEO friendly articles, keyword researching, and on-page and off-page SEO
Always write articles more than 300 words, start with the introduction that will describe your post in short and at the end of the article write a conclusion part. if your blog is new then you should post at least to one post a day to improve your writing skills as well to get AdSense approval fast.
